Yes, this is possible, but only under the orders of the Supreme Court of India in a transfer petition.
What is the Court fee prescribed for inspection of records?
The Court fee prescribed for urgent inspection is Rs.10/- and Rs. 5/- for ordinary inspection.
How can I inspect a judicial record?
Inspection of record can be done by making an application, format of which is available on the Delhi High Court Website under the link “Forms” in the Inspection Branch on payment of prescribed fee, between 10.00 am and 11.00 am for urgent inspection for the cases listed on the same day and between 10.00 am and 3.00 pm for the next date.

How do I find out whether certified copy applied for in my case is ready or not?
Certified copies are prepared and issued by the Copying Section, which may be contacted to ascertain whether the certified copy is ready. The status can also be ascertained from the Delhi High Court website by clicking the link Certified Copies.
I got information from the Cause list available on the website that my case is likely to be listed on a particular date, but it is not listed on that date. What is the reason for the same?
This may be due to a clerical mistake. The attention of the Court Master of the concerned Court may be drawn to this.
How do I find out whether my case is listed in the Cause List?
You may search for your case in the cause list. To get the cause list, click on Cause List or Cause list in PDF.
What are the timings for filing fresh cases and miscellaneous applications?
The filing counter is open from 10 am to 4 pm on all working days of the registry . Urgent petitions/applications to be listed for the next day must be filed before 12 noon, after which the Petitioner has to seek permission of the Court.
Does the judgment I want to appeal against remain in effect even if I want to appeal against it?
Yes. However, once an appeal is filed against the impugned judgment, an application for stay of that judgment may be filed.

How can I obtain a certified copy of a Judgment?
Certified copies are being provided under the rules incorporated in Chapter 5, Volume V, Delhi High Court Rules and Orders.One can obtain certified copy of a judgment by making an application in this regard under the above rules provided he is a party to the pending procedings. In a decided case anybody can apply for obtaining certified copy. At present two types of certified copies are being provided to litigant public.
(i) Digital Copy: The digital copy is provided to the applicant through digital data available in the server which is firstly uploaded by the concerned Private Secretary after signature of the Hon’ble Judge and of the Registrar/ Joint Registrars, as the case may be.
(ii) Manual Copy: The Manual certified copy is provided after the judgment Photocopied and compared with the original case file.
Can I access court records online?
No.
How reliable are the decisions on the site?
The decisions are uploaded on the site for quick availability to the advocates and litigants. However, only a certified copy will grant authenticity to these decisions.
Are Court proceedings televised or webcast and if yes, how can I obtain a copy of a hearing transcript and/or video?
No. Court proceedings are neither televised or webcast, nor recorded.
Are hearings open to the public?
Yes.
What are the Court’s opening hours?
The offices of the Court remain open daily from 10.00 am to 5.00 pm. However, the Courts hold sittings on all working days from 10.30 am to 4.30 pm.
During our visit to the Court, would it be possible to take pictures of various parts of the Court building?
No. Cameras and video recorders are strictly prohibited inside the court building.
Can we visit the Court Building?
Yes, there is a separate entry for general public and litigants. A pass is required for this purpose which is available at the entry itself.

What are the court fees to be paid in different matters before the High Court of Delhi?
The Court fees are paid in different matters on the Original Sides of this Court which is calculated on the basis of the provisions of Court-fees Act, 1870 (Act No.7 of 1870).
If I need a lawyer to prepare and file documents in the High Court of Delhi, what should I do?
In case of any legal assistance by way of legal aid, you may contact the Delhi High Court Legal Services Committee or the Delhi Legal Services Authority (DLSA).
Do I have to appear in Court every time my case is listed?
The litigant, if represented by counsel (Advocate), need not appear every time his case is listed before this Court. However, the concerned advocate must appear every time. In case the Court, by order, requires before it the personal appearance of any party, then it has to be complied with.
What happens once the petition is served and filed?
Once a petition is filed at the filing counter a filing number is given for reference by the officer at the counter. After the filing, the case is listed on the date fixed, which can be found by checking the cause list.
When is a court file opened?
After the petition is filed at the filing counter, and upon its scrutiny by the filing branch and removal of objections, if any, the petition is registered by the Listing Branch. Thereafter the case file is prepared by the Judicial Branch concerned after which peshi is prepared by the Court Master of the concerned Court for perusal of the Judge and arranged as per the cause list. Then the case is heard on the date fixed for hearing before the court.
Do I have to give copies to the other parties?
Yes. Before filing a case copies must normally be served on all other parties.
What happens if I do not file all the required documents?
In case the required documents are not filed, the filing branch will put the case under objection, which shall be removed only upon the presentation of all the required documents. If under objection, the case has to be re-filed after removal of objections within a time not exceeding 7 days at a time and 30 days in aggregate. If the case is not taken back for removal of objections within the time allowed, it shall be registered and listed for dismissal for non-prosecution.
What are the deadlines for filing documents?
Deadlines for filing documents are as per orders of the Court or the Rules.
How many copies of documents are required to be filed?
The Number of Copies to be filed depends upon the coram. In case only one Judge presides over the case, then only one copy needs to be filed. In case of two or more judges, the number of copies equivalent to the number of judges presiding over the case need to be filed.
How do I file a writ petition/suit/appeal (Criminal and Civil) in the High Court of Delhi?
A petition may be filed in person or through an Advocate as per the Rules.
How can a person be considered for a position as a law researcher/intern?
Applications for internship or researchership can be made to the Establishment Branch of the Court. A law student may apply for the position of an intern. To be considered for the post of a law researcher, the applicant must be a law graduate enrolled with a Bar Council. Notices for appointment of law researchers are also published on the website from time to time.
Where can I look for employment opportunities with the High Court of Delhi?
The Registry of the Court publishes notice for public appointments and other recruitments that provide the eligibility requirements and procedure to be followed by the person who wants to get employed in the High Court of Delhi. The High Court website also makes available the notices issued by the Registry for this purpose.
How does one address a judge of the High Court and of the Subordinate Courts?
Although any respectfull form of address should be sufficient lawyers invariably address the judges as "Your Lordship", "Your Ladyship" or "My Lord and those of the subordinate court as "Your Honour".
How many judges are assigned to hear a case?
The Coram (number of judges assigned to hear a particular case) depends upon the nature of the case filed. Presently, there are 8 Division Benches (consisting of 2 Judges each) holding courts regularly. Other matters are heard by a single bench presided over by one judge. Special Benches consisting of three, five or more Judges may also be appointed by the Chief Justice.

How is a case brought before the High Court of Delhi?
A writ petition or a civil suit invoking the jurisdiction of the High Court of Delhi may be filed with the filing branch at the filing counter, which is open from 10:00 am to 4:00 pm. Urgent filing is open only upto 12 noon, after which the Petitioner has to seek permission of the Court before filing a case..
What is the principle of judicial review?
The principle of judicial review involves a check on the executive and legislative functions of the State. Forming a part of its basic structure, it is available under Articles 32 and 226 of the Constitution. However, judicial review is permissible only to the extent of finding whether the process in making the decision under challenge has been observed correctly and not the decision itself.
What is the significance of independence of judiciary?
The Constitution of India envisages a judicial system which is independent from interference from the other organs of State even while it is accountable to the people for the exercise of its power. An essential feature of a democratic system governed by the rule of law is an independent judiciary where judges are able to function impartially and fearlessly.
Are subordinate judges required to make declaration of their wealth and assets periodically?
Yes. The Judges of subordinate courts are annually required to give declaration of their wealth and assets to the High Court of Delhi.
Who appoints judges of Courts subordinate to the High Court?
The judges of subordinate courts are appointed by the Government of NCT of Delhi in consultation with the High Court of Delhi. An examination for this purpose is conducted for the Delhi Judicial Services (DJS) and the Delhi Higher Judicial Services (DHJS) under the supervision of the High Court of Delhi.

The Judges of High Court of Delhi (other than the Chief Justice) are appointed by the President by warrant under his hand and seal after consultation with the Chief Justice of India, and on the recommendation of the Chief Justice of the High Court of Delhi. The Chief Justice of India is required to consult with two senior-most judges of the Supreme Court. The Chief Justice of the High Court is also required to consult his two senior-most puisne Judges before recommending a name for appointment to the High Court.
